MARIING itinanggi ni dating Executive Secretary Lucas Bersamin ang umano'y pagkakadawit niya sa mahigit P8.3 billion na allocable funds sa 2025 budget ng Department of Public Works and Highways (DPWH).

Sa isang pahayag nitong Linggo, December 28, na iniulat ng INQUIRER, sinabi ni Bersamin na labis siyang nagulat at nagalit sa paratang na siya ang tinutukoy sa tag na "ES" na lumitaw sa tinaguriang "Cabral Files."

"I am aghast and outraged at the insinuation that the tag 'ES' found in the so-called Cabral Files pertained to me as the then Executive Secretary to whom was allocated P8.3 billion worth of DPWH projects under the GAA 2025," sey niya sa statement na ipinadala sa mga reporter.

Ang "Cabral Files" ay mga dokumentong umano'y ibinigay ng yumaong DPWH Undersecretary Maria Catalina Cabral kay Batangas Rep. Leandro Leviste, at nag-uugnay sa ilang matataas na opisyal ng gobyerno, kabilang ang mga Cabinet secretary, sa kontrobersyal na budget insertions para sa 2025.

Nilinaw rin ni Bersamin na ang "ES" ay karaniwang tawag sa executive secretary, posisyong hawak niya noong panahong tinutukoy ang naturang budget.

Sa parehong pahayag, mariing itinanggi ni Bersamin ang anumang partisipasyon sa proseso ng budget ng DPWH.

"I emphatically state that I did not ever request, endorse, approve, or authorize any DPWH project or budget allocation at any stage of the budget process. I also deny having instructed anyone, whether inside or outside of the government, to use my name or that of my former office for any such purpose," saad niya.

Hinimok din niya ang mga imbestigador na unahin ang isyu dahil, aniya'y, sinisira nito ang kredibilidad ng national budget.

"This incident only serves to raise more questions about the deeply flawed budget process followed at the DPWH. I strongly urge that the so-called Cabral Files should be thoroughly scrutinized to unmask those behind the budget manipulation," dagdag pa niya.

"I am eager and willing to cooperate with any legislative, administrative, or judicial investigation of this matter," ani Bersamin.

Samantala, sinabi ni Palace press officer Claire Castro sa isang Viber message sa mga reporter na dapat magpatuloy ang imbestigasyon laban sa sinumang sangkot, kahit pa miyembro ng Gabinete ng administrasyon ni Pangulong Bongbong Marcos.

"Whoever is involved among the Cabinet members and has evidence, just continue the investigation to track down the real culprit. The president said, whoever it is, they must be held accountable if they are truly involved," sambit ni Castro na ibinalita rin ng INQUIRER.

Aniya pa, "This is already in the hands of investigating bodies like the Ombudsman or the DOJ [Department of Justice]. Anyone with sufficient evidence can submit it to the ICI or directly file a case with the Ombudsman or the DOJ."

Ito ay tugon sa pahayag ni Senate President Pro Tempore Panfilo "Ping" Lacson, na nagsabing posibleng ipatawag ng Senate blue ribbon committee si dating DPWH Secretary Manuel Bonoan at iba pang miyembro ng Gabinete na umano'y may bilyon-bilyong pisong "allocable" funds sa 2025 budget.

"Why would a department secretary have an allocable?" tanong ni Lacson sa panayam sa DWIZ radio.

Patuloy niya, "From my understanding, allocables pertain to project funds for lawmakers."

"I was surprised at one entry that said 'ES, P8 billion.' How did one 'ES' get allocables?" dagdag pa niya.

Si Cabral, na isa ring itinuturong sangkot sa budget insertions controversy ay natagpuang walang malay malapit sa pampang ng Bued River noong gabi ng December 18, humigit-kumulang 20 hanggang 30 metro sa ibaba ng bahagi ng Kennon Road sa Tuba, Benguet.

Idineklara siyang patay kinabukasan.
