CBCP sa isyu sa flood control projects: ‘Ibalik ninakaw na pera sa taumbayan’

HINDI lang parusa ang sukatan ng tunay na hustisya, kundi ang pagbabalik din ng mga ninakaw na pera sa taumbayan.

Ito ay ayon mismo kay Catholic Bishops' Conference of the Philippines (CBCP) President Cardinal Pablo David kaugnay sa flood control anomalies na iniimbestigahan ngayon ng gobyerno.

"True justice demands more than punishment. It also calls for restitution: that stolen wealth be returned to the public coffers from which it was taken. Many of those implicated will not be impoverished by such reparation, yet the nation remains poor if the funds are not restored," sey ni Cardinal David sa kanyang pastoral letter.

Dagdag pa niya, "Retribution in this sense is not personal vengeance but the rightful act of giving back what was stolen, so that the people may finally benefit from resources meant for their welfare."

Pero hindi lang dito nagtapos ang mensahe ng kardinal dahil diretsahan niyang kinuwestyon ang kredibilidad ng imbestigasyon sa Senado at Kamara: "How credible are these inquiries when the very institutions conducting them are themselves implicated?"

Aniya, malinaw na dapat tanungin: "Who inserted these projects into the national budget as pork, often at the expense of education, health, and social programs?"

Ayon kay Cardinal David, ang madalas na banggitin na "shame" sa mga hearing ukol sa flood control anomalies ay hindi dapat limitado sa iilan lang.

Bagkus dapat kasama rin ang mga mambabatas, district engineers, government auditors, at mga padrino sa pulitika na nakinabang sa nakaw.

Pati mga pribadong contratista at financiers na kasabwat umano sa anomalya, dapat ding managot.

"The prophet Isaiah's words still sting: 'Your rulers are rebels, partners with thieves; they all love bribes and run after gifts.' (Isaiah 1:23)," giit pa niya.

Hindi lang daw puro salita ang kailangan kundi "quick audits, real penalties, and transparency that people can see."

"Accountability must apply to both public officials and private contractors. Blacklisting is not enough; collusion in corruption is a crime and must be punished," diin pa ni Cardinal David.

Sa gitna ng kontrobersya, nanawagan din ang CBCP president sa kabataan na gamitin ang kanilang digital platforms para ipanawagan ang pananagutan at isulong ang kabutihan.

Kabilang sa kanyang panawagan ang mga sumusunod:

Maging mapagmatyag at matapang — huwag hayaang manlamig sa korapsyon
Tanggihan ang patronage politics — piliin ang integridad, hindi pabor
Maging tapat sa araw-araw na buhay — isabuhay ang integridad kahit saan
Magtaguyod ng komunidad ng katotohanan — ipakalat ang tamang impormasyon at labanan ang fake news
Sumama sa civic at parish initiatives — makiisa sa mga kilusan para sa mabuting pamamahala at hustisyang panlipunan
Suportahan ang independent probe — igiit ang malayang imbestigasyon sa flood-control projects at iba pang anomalya
Ipanawagan ang hustisya, hindi impunity — panagutin ang lahat ng nagnakaw, walang sasantuhin
Magpakita ng halimbawa sa simbahan — ipakita ang transparency at accountability sa mga parokya at diyosesis
Mamuhay nang simple — tanggihan ang luho at labis, mamuhay nang may pakikiisa sa mahihirap

"If floodwaters rise because public funds are stolen, the greater flood is corruption itself, drowning our nation's future. Yet God promises: 'When you pass through the waters, I will be with you.' (Isaiah 43:2)," saad ni David.

At sa dulo ng kanyang panawagan: "Let us rise above the floods of corruption together. Let justice roll down like waters across our land. Let us rebuild our nation on truth, justice, and the common good."
