Impeachment complaint laban kina Bongbong Marcos, Sara Duterte balak ng House

POSIBLENG humarap sa impeachment complaints sina Pangulong Bongbong Marcos at Vice President Sara Duterte sa House of Representatives pagsapit ng Pebrero.

Ayon kay Senior House Deputy Minority Leader Rep. Edgar Erice, may ilang mambabatas na umano'y nagpaplanong magsumite ng impeachment complaint laban kay Pangulong Marcos dahil sa "betrayal of public trust," at iba pang dahilan.

Kasabay nito, inaasahan din ang paghahain ng panibagong impeachment complaint laban kay VP Sara matapos magdesisyon ang Korte Suprema na labag sa konstitusyon ang mga reklamong isinampa laban sa kanya noong nakaraang taon.

Magtatapos ang isang taong pagbabawal sa paghahain ng reklamo laban sa kanya sa February 6.

"It may be an exciting February for the House, because based on what I have been hearing, discussions are not limited to the impeachment of Vice President Sara Duterte," sey ni Erice sa panayam sa dzRH, na iniulat ng INQUIRER.

Dagdga niya, "There are also congressmen who are planning to file an impeachment complaint against President (Ferdinand) Marcos (Jr.). Thus, there are two developments that we should closely monitor."

Sinabi ni Erice na may mga miyembro ng grupong tinawag niyang "pro-Vice President" na tumawag sa kanya upang tanungin kung maaari niyang i-endorso ang impeachment complaint laban kay Pangulong Marcos.

Ngunit tinanggihan niya ito, lalo na matapos ang bagong desisyon ng Korte Suprema na nag-uutos na lahat ng impeachment complaints ay kailangang i-refer sa House committee on justice sa loob ng tatlong session days.

Ayon kay Erice, nais umanong ipa-impeach ng mga mambabatas ang pangulo dahil sa umano'y pagkakasangkot niya sa mga budget insertions na ginawa ng ilang miyembro ng gabinete at mga kaalyado sa kongreso, at sa pagpapatupad ng mga budget law mula 2023 hanggang 2025 na sinasabing may bahid ng korupsyon.

"What I see is a betrayal of public trust because, for three years, he more or less allowed Congress to desecrate his budget. He did not speak up," pahayag ng mambabatas mula Caloocan.

Wika pa niya, "It can be considered a gross inexcusable negligence which is one of the grounds for [betrayal of] public trust."

"There are allegations that members of his Cabinet also got involved in insertions, diversions, and amendments—the defilement of the budget that ended up funding anomalous projects," sey pa niya.

Noong Nobyembre, tinanggap ni Pangulong Marcos ang courtesy resignations nina Executive Secretary Lucas Bersamin at Budget Secretary Amenah Pangandaman matapos silang maiugnay sa isyu ng korupsyon.

Mariin namang itinanggi ng dalawang opisyal ang kanilang pagkakasangkot, at sinabi rin ni Bersamin na hindi siya boluntaryong nagbitiw.

Samantala, iginiit ng dalawang mambabatas na anumang impeachment case laban sa pangulo ay dapat nakaayon sa itinakda ng 1987 Constitution at hindi dapat ibatay sa haka-haka o pamumulitika.

"Any impeachment complaint must be supported by clear facts and solid proof. Anything less will not pass constitutional scrutiny," saad ni Lanao del Sur Rep. Zia Alonto Adiong.

Sey pa niya, "Impeachment is a serious constitutional process. It cannot be based on rumors, speculation, or political talk. [It] should never be used as a political tool. It exists for grave and provable offenses, not for creating noise."

Ayon naman kay House Deputy Speaker Paolo Ortega V: "Impeachment is not a press release. It is a constitutional process that demands proof."

"We will examine any complaint based on the Constitution and evidence—nothing more, nothing less," lahad niya.

Pinabulaanan naman ng Malacañang ang mga usap-usapang impeachment at tinawag itong isa lamang umanong galaw sa pulitika.

"At this point, these are unsubstantiated statements allegedly coming from the supporters of a certain politician," pahayag ni Palace press officer Claire Castro sa isang mensahe sa mga mamamahayag.

Lahad niya, "[The President] respects the existing constitutional processes and believes that any actions taken by members of Congress will be driven by facts, the law, and national interest."

"The administration will not speculate on rumors or political maneuverings," aniya pa.

Ayon pa kay Castro, mas nais ng pangulo na mag-focus sa pagtatrabaho upang makapaghatid ng mga resulta na makikinabang ang mamamayang Pilipino.

Sakaling maisampa ang impeachment complaint laban kay Pangulong Marcos, ito ay rerepasuhin ng House committee on justice na kasalukuyang pinamumunuan ni Batangas Rep. Gerville Luistro upang tiyakin kung sapat ito sa porma at nilalaman.

Kapag nakalusot sa antas ng komite, kakailanganin ng reklamo ang boto ng hindi bababa sa one-third ng mga miyembro ng Kamara bago ito maipadala sa Senado, na magsasagawa naman ng impeachment trial.
